Official Definition

The number of Energy cards that must be discarded to move a Pokémon from the Active Spot to the Bench.

Technical Rulings

Retreat cost is indicated by colorless energy symbols in the bottom-right corner of the card.

"Retreating a Pokémon with a retreat cost of 2 requires discarding 2 Energy."
